Andrew J. “Buddy” Donohue is chief of staff at the Securities and Exchange Commission. A former director of the SEC's Division of Investment Management, he left the agency in November 2010 for the private sector, first as a law partner at Morgan, Lewis & Bockius LLP and later as a managing director at Goldman Sachs. He rejoined the commission as chief of staff in May 2015.
Donohue was appointed director of the Division of Investment Management at the US Securities and Exchange Commission in April 2006. He was among the most senior financial services regulators in the US, with principal oversight for the $30,000bn investment management industry. As director, Donohue was responsible for developing regulatory policy and administering the federal securities laws applicable to mutual funds, exchange-traded funds, closed-end funds, variable insurance products, unit investment trusts (UTIs) and investment advisers.
He left the SEC in 2010 and in 2011 he joined Morgan Lewis as a partner in the law firm's investment management group. He then joined Goldman Sachs as managing director, associate general counsel, and investment company general counsel, with his primary responsibility being legal matters related to its registered investment companies.
Before his first stint at the SEC, Donohue served from 2003-2006 as global general counsel for Merrill Lynch Investment Managers, where he was in charge of the firm's legal and regulatory compliance functions He was also chairman of the firm's global risk oversight committee. Before that, he spent more than a decade as executive vice president, general counsel, director, and member of the executive committee for Oppenheimer Funds, a retail mutual fund management company with managed assets of over $150bn.
He earned his J.D. from New York University School of Law in 1975 and his B.A., cum laude, with honors in Economics from Hofstra University in 1972.
