Harvey Flax is a derivatives exchange, brokerage and fixed income executive who serves as the business manager of the GCF Repo Index futures for InterContinental Exchange. He was named to the newly created position in February of 2012. He was with NYSE Liffe before it was acquired when ICE bought NYSE Euronext.
Flax held a number of senior roles at Morgan Stanley's fixed income and equity financing groups. He was executive director of the equity and fixed income repo financing unit where he supervised the term stable liquidity financing program and managed equity and fixed income repo counterparty relationships.
Flax holds an accounting degree from Brooklyn College.
