The Ontario Securities Commission (OSC) administers and enforces securities legislation in the Province of Ontario. The Commission protects investors from unfair, improper and fraudulent practices and fosters fair and efficient capital markets and confidence in their integrity.
The OSC regulates various types of capital market participants. These groups include persons or companies advising or trading in securities or commodity futures (unless under an exemption), public companies, investment funds, self-regulatory organizations, clearing agencies and marketplaces including exchanges, alternative trading systems and quotation and trade reporting systems.
The OSC and the Hong Kong Securities & Futures Commission signed a Memorandum of Understanding on Feb. 25, 1997, to provide assistance and facilitate the exchange of information between the two commissions.
Products and Services
From January through March of 2008, the OSC reached out to consumers through community presentations, trade show exhibits, transit and radio ads and public service announcements in Ontario communities. Consumers were encouraged to visit www.checkbeforeyouinvest.ca to read free, educational guides on investing topics and to learn about common types of investment scams and their warning signs.
The OSC first ran its “Check Before You Invest” campaign from October 2006 until the end of March 2007, resulting in a 10 percent increase in website visits over the previous year. During that time, OSC staff representatives spoke face-to-face with 11,872 consumers throughout Ontario through trade show exhibits and community presentations.
Former Vice-Chair Susan Wolburgh Jenah left the OSC in February 2007 to become chief executive officer of the proposed self-regulatory organization that would emerge upon merger of the Investment Dealers Association of Canada and Market Regulation Services Inc. Also in February, former vice chair Paul M. Moore retired from the OSC.
