McCoy began his career as an enforcement and compliance attorney for the Office of the Comptroller of the Currency. He later served as vice president and counsel to Manufacturers Hanover Trust. He was also a vice president and counsel with Metallgesellschaft Corp.
He joined Morgan Stanley in 1993 and serves as a managing director and counsel.
McCoy served on the Futures Industry Association board of directors from early 2004 until early 2007.
He served as a member of the U.S. Treasury Department's Bank Secrecy Act Advisory Group from August 2003 until February 2007, .
Also from 2008, McCoy has been a member of the U.S. Commodity Futures Trading Commission's Energy Markets Advisory Committee, and its reconstituted Energy and Environmental Markets Advisory Committee.
McCoy holds a juris doctor from Fordam University School of Law. He also holds a bachelor of science degree in economics in 1981 from the Wharton School of Business and Economics at The University of Pennsylvania.
