Jackson was born in Adrian, MI. His father served as a sheriff in Wisconsin during the Civil War in the U.S. and Jackson served as a deputy Sheriff.
Jackson was an alderman in Chicago, first elected in 1896 in the old 3rd Ward.
He attended the University of Wisconsin at Madison.
